MS4 stands for Municipal Separate Storm Sewer Systems. According to the EPA website, an MS4 is:

  • “Owned by a state, city, town, village, or other public entity (MUD) that discharges to waters of the U.S.,
  • designed or used to collect or convey stormwater (e.g., storm drains, pipes, ditches),
  • not a combined sewer, and
  • not part of a sewage treatment plant, or publicly owned treatment works (POTW)”

Currently, Montgomery County MUD No. 115 is a Phase II (Small) MS4. The goal of the MS4 program is to increase public awareness of stormwater pollution and promote pollution prevention practices to minimize illicit discharges (anything not composed of entirely stormwater) into storm systems.
